In 2002, the Chief of Naval Operations (CNO) established SeaPower 21, providing a framework to align, organize, and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The NAVSEA Warfare Centers established the Seaport Enhanced (Seaport-e) Multiple Award Contract (MAC) vehicle to meet SeaPower 21 objectives and to increase efficiency. This contract vehicle uses a web-based, e-business procurement Portal to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time.
Under SeaPort-e, pre-qualified contractor teams compete for work to cover service requirements. The private SeaPort-e marketplace is a completely paperless and secure environment that provides end-to-end Government to contractor support for the acquisition of services from the definition of requirements to contract close-out. The web-based portal allows clients to define requirements and solicit, submit, and evaluate proposals online. FMP has been a pre-qualified contract under SeaPort-e since 2008.
