Alternative Personnel Systems

FMP has extensive experience in designing, implementing and evaluating Alternative Personnel Systems (APS), which is the commonly accepted term for the host of human resources systems outside the traditional Civil Service. FMP has worked with agencies whose HR systems are excepted from the Civil Service through specific legislation (such as the National Geospatial-Intelligence Agency, Department of Defense (NSPS), the Department of Homeland Security, and the Appalachian Regional Commission), as well as under OPM’s Demonstration Project authority (Chapter 47 of Title 5, U.S. Code). FMP’s role has varied through all stages from initial design to implementation and program evaluation.

Specific services we offer include:

  • Design, including preparing design options, facilitating internal design teams, and assisting in the selection of APS design features.
  • Development, including refining conceptual design elements into policies, processes and procedures.
  • Implementation, including developing and delivering communication materials and training to managers, supervisors, and employees; adapting data systems and workflow tools; testing processes and procedures; and oversight of conversion processes.
  • Program evaluation, including developing evaluation models and evaluation plans, data collection and analysis, survey design and analysis, and liaison with oversight agencies such as OPM and GAO.
