Recruiting and Retention
FMP integrates a deep understanding of the practical requirements of the Federal recruiting and hiring process with expert capabilities in job analysis and assessment, recruiting methods, and retention tools and strategies. As baby boomers retire and hiring needs ramp up, many agencies are struggling to respond while also implementing new hiring and assessment technologies, using shared service models, and competing in tight labor markets. We apply our broad human capital expertise to develop and implement recruiting, hiring, and retention programs and systems that work. We help agencies find ways not only to meet 45 day hiring model targets but to provide managers with outstanding candidates who bring the talent needed to meet the Agency’s mission objectives.

- Developing cognitive, experiential, behavioral, and other assessment tools that are valid and legally defensible if challenged.
- Updating or developing new qualifications standards (X-118).
- Developing behaviorally-based interview questions and assessment processes.
- Developing effective vacancy announcements, ads, and other marketing materials/tools that target the precise types of candidates needed.
- Designing and documenting effective recruiting and hiring processes across the life cycle from needs identification to on-boarding.
- Providing training to HR staff on job analysis techniques, assessment tool development and use, and other recruiting and hiring skills.
- Developing and executing strategies for training/communicating with managers regarding the hiring process and expectations for that process.
- Designing metrics and evaluating the effectiveness of the hiring process.
