Staffing Analysis
FMP has years of experience analyzing Agency staffing requirements and developing staffing models for projecting and justifying staffing and FTE requirements. We apply a variety of analytical approaches, including a process-based approach that begins with work processes and analyzes the effort associated with each activity required to produce a given product or service; benchmarking to understand government-wide staffing metrics and assess the Agency’s staffing in comparison; clean slate review and analysis of an organization, its functions, and the most efficient staffing for accomplishing those functions; and a factor-based approach that defines the relationship between critical organizational factors (e.g., budget, location, functions) and staffing requirements. Our work has been recognized by OMB and OPM as a best practice and has been a key component in larger Agency transformation efforts.
Specific services we offer include:
- Analyzing an organization’s core business and developing staffing models for relating workload to staffing requirements.
- Collecting, compiling, and analyzing workload and staffing data.
- Developing and justifying staffing requirements for Agency submission in the budget process.
- Developing tools, templates, and systems for collecting, analyzing, and reporting on workload and staffing data.
- Building the necessary Agency infrastructure and capability to conduct staffing analysis
- Training Agency staff in staffing analysis methodologies.
