Marian Bruemmer, Consultant
Ms. Bruemmer has over 25 years experience in human resources, organizational development, and equal employment opportunity at policy and operations levels in the federal sector. As an advisor to the Deputy Director for Defense Research and Engineering, Ms. Bruemmer assessed HR demonstration projects implemented across the DoD laboratories; researched HR legal, regulatory, and policy constraints applicable to DoD; developed blueprint for future HR flexibilities needed by the DoD labs and developed plans for additional experimentation with alternative personnel systems.
At the Naval Surface Warfare Center, she developed results-oriented performance elements aligned with strategic goals for a variety of professional and administrative positions for several organizations. She also developed and implemented a pay-for-performance system for a major Personnel Demonstration Project. Additionally, she designed, developed, implemented, and evaluated a Personnel Demonstration Project covering over 25,000 positions, including all elements of transformation/change management plan for the project. This project involved six major federal employee unions and approximately 60 local unions.
She has received several awards, including the Department of Navy Human Resources Management Award for Excellence, the Department of Navy Nate Stinson Equal Employment Opportunity Award, and the Department of Navy Hispanic 5-point Program Award. Ms. Bruemmer received her M.S. in Organization Development from American University and her B.A. in Government and Politics from the University of Maryland
