Marvene S. Horwitz, Consultant
Marvene Horwitz retired from the Federal government after 29 years of service, with primary and broad experience in the field of human resources. She retired from the National Institute of Neurological Disorders and Stroke, part of the National Institutes of Health as Deputy Executive Officer where she handled general administration duties, with primary emphasis in human resources. As Deputy Executive Officer she was co-project officer of the consolidation of the NIH HR function. Prior to that position, she was the NIH Deputy Director for Human Resources which had policy, planning and evaluation responsibility for the 18,000 person biomedical research organization. Marvene has particular expertise in staffing, classification and organizational studies, with an interest in ensuring that organizations are structured and staffed to meet the strategic goals of the organization.
Prior to her employment with the NIH, Marvene served in staff and supervisory positions as a personnel management specialist at the Office of Thrift Supervision, the Federal Highway Administration, the Fish and Wildlife Service and the Office of Personnel Management where she began her Federal career.
Marvene earned a Bachelors Degree in Spanish from the University of Rochester, a Masters Degree in Spanish from the University of Pittsburgh and a Masters in Governmental Administration from Georgia State University. She also has received Executive Training at the University of Michigan, the Wharton School of Business and the Kennedy School of Government
