Mary Brault Kilcarr, Consultant

Ms. Mary Brault Kilcarr began providing consulting services in 1993 after receiving her Masters in Business Administration from the University of Baltimore.  She holds a BS degree in Mathematics from Loyola College.

Ms. Kilcarr joined Federal Management Partners, Inc. (FMP) in 1996.  Ms. Kilcarr provides FMP and her clients with a broad range of experience and knowledge in human resource management and organizational assessment and development.  Her work has required extensive knowledge of Federal laws and regulations, as well as current HR and organizational development practices used in the public and private sectors.   She is skilled in conducting fact-finding interviews, focus group facilitation, and analyzing and evaluating qualitative and quantitative data.  Her most recent consulting projects involved career development systems, human capital planning, survey administration and analysis, and HR benchmarking studies.

During her 12 year consulting career, Ms. Kilcarr has worked with over 15 Federal agencies, including several within the DoD.  Ms. Kilcarr designed and implemented a major effort within the Department of Health and Human Services to assess the organizational performance of the Grants Management function using a Balanced Scorecard approach.  For the U.S. International Trade Commission and the Broad Casting Board of Governors, Ms. Kilcarr worked with agency senior leaders to develop a Strategic Human Capital Plan.  Ms. Kilcarr’s HR benchmarking research has been used in Federal agencies including International Broadcasting Bureau, Office of the Comptroller of the Currency, and Department of Labor.  

Currently, Ms. Kilcarr is serving as FMP’s Office Manager and Contract Administrator.
