Myra Shiplett , Senior Advisor

Myra Howze Shiplett is a former federal executive who has served as a director of human capital programs as well as a line manager.  Her areas of demonstrated expertise include human capital management, organizational transformation, the design, development, implementation and evaluation  of administrative and technology systems, and providing advice and guidance to career and political leaders of public organizations, here and abroad.

As the Assistant Director for Human Resources and Statistics for the federal judiciary, Ms. Shiplett directed the redesign of the federal courts’ human capital management system, and the delegation of decision making authority on human capital issues to federal judges and their clerks of court.  This new system was directly linked to the judiciary’s budget system to ensure that human resource decisions were considered in relation to the organization’s strategic goals and financial resources.

As the Director of the Center for Human Resources Management for the National Academy of Public Administration, Ms. Shiplett directed and participated in a variety of landmark studies which influenced human capital reform and transformation.  These studies included design of a new human capital management system for technology professionals, a summary of ten years of Academy research that was used by the most recent Volcker Commission in its report on reforming the federal civil service, an analysis of changes that needed to occur with the hiring, promotion, pay and performance assessment of Senior Executive Service members, a study of the demands required for public managers of the 21st Century, an assessment, an analysis of NASA new human capital flexibilities, and assisted the FBI’s analysis of its strategic human capital issues. 

Ms. Shiplett also has extensive experience working with emerging democracies to establish merit based civil service systems.  Since 1999 she has taught human capital management to senior and mid-level executives from the People’s Republic of China, advise government officials of the Republic of Georgia on their civil service system, and taught at the Georgian Institute of Public Administration.

Her professional activities include serving as President of National Capital Area Chapter of the American Society of Public Administration, as Vice President for a $1B non-profit insurance company and authoring a variety of published articles on public administration issues.

During her public service career, Ms. Shiplett worked for the Federal Trade Commission, the Office of Personnel Management, the Department of the Navy, the Department of State, the Federal Housing Finance Board and the Administrative Office of the U. S. Courts.  She served as a career member of the Senior Executive Service for 20 of her 32 years of federal service
