Norm Enger, Consultant

Prior to joining FMP, Norman Enger was the OPM Director for the Human Resources line of business (LOB) initiative. The vision of the Human Resources Line of Business (HR LOB) is to create a framework for Government-wide, modern, cost effective, standardized, and interoperable Human Resources (HR) solution(s) that provide common core functionality to support the strategic management of human capital. The HR LOB provides Federal government the infrastructure to support pay-for-performance systems, modernized HR systems, and the core functionality necessary for the strategic management of Human Capital. Beginning in April 2004, HR LOB has engaged over 24 agencies in defining not only its vision, goals, and objectives, but the common solution, target architecture, and supporting business case.

Mr. Enger also led the OPM effort on five of the twenty four e-Government initiatives that are part of the President’s Management Agenda. The five OPM initiatives support the government wide transformation of human capital business processes and information systems. These inter-related human capital initiatives support a government worker’s life cycle, including retirement and re-entry into the Federal workforce.

Mr. Enger has extensive experience in the information systems industry and managed organizations responsible for delivering quality information technology services and solutions to commercial and government clients. Most recently, he was Vice President of Computer Associates International, one of the world’s largest software firms, where he was responsible for developing business strategies and managing the delivery of professional services to major commercial and federal e-business clients. Prior to this he was President of Applied Management Systems, Inc., a professional services and business systems integration firm that provided commercial and federal clients a full range of e-business services. He is a graduate of Columbia University and is the author of several books on information technology.
